At Tuesday night’s meeting, the council approved several special event permits for upcoming community events.

Headwaters Trails Alliance applied for a permit for their ‘Bike, Beers & Blues’ Pub Crawl fundraiser. The event will be held on Friday evening, June 28th, starting at 5 pm at 5 Mountain Tavern at the Vintage Hotel and will move down the Fraser River Trail, with a total of 5 stops at establishments including Alpine & Ales, Hideaway Park Brewery, Cooper Creek Square and finishing the night at Hernando’s Pizza Pub.

The Winter Park Pub will host live music on the outdoor patio, with open mic night on Tuesdays, live music on Fridays and Saturdays from 6-10 pm, and Sundays, from 4 – 8 pm. The only exception is for August 10th, when Huge in Germany will play until midnight.

The G3 Mountain Bike Stage Race will take place the weekend of June 28-30. Granby Ranch will host the first two days and the third day will be at Winter Park, using the Rendezvous trail system. Staging for the event will be at the Rendezvous tent, located adjacent to Cozens Ranch Museum. The event expects to host between 250-400 riders.

The Winter Park and Fraser Chamber of Commerce applied for the upcoming 4th of July celebration at the Rendezvous Event Center, which includes live music, kids carnival games and inflatables as well as fireworks at dusk (conditions permitting); the 25th annual Run for Independence will start at 9 am at the Vintage Hotel and end at the Rendezvous tent, adjacent to Cozens Ranch Museum; and, Tequilas and Tacos, set for July 6th at the Rendezvous Event Center features live music, tequila and taco tastings.

With no comment received during the public hearing segment, the council approved each permit unanimously.

New electronic messaging sign at Hideaway Park approved

Town Capital Projects and Parks Director, Gerry Vernon, had submitted a request for approval of a new electronic messaging sign to be placed by the entrance to the Rendezvous Event Center, where the current Chamber message boards are located.

The sign is part of a contractual agreement with the Town and Rendezvous Development, Winter Park as part of the naming rights agreement. The cost, quoted by Lunsford Sign Works of Hot Sulphur Springs, is estimated at $107,130.

The town’s staff and Planning Commission had reviewed the request and recommended approval at the June 11th meeting, with the following conditions:

  1. The electronic sign dimensions are 41” x 99” and shall not be increased without review by the Town.
  2. The sign shall be programmed to go to a dark setting (no visible images) at 9:00pm each night and can re-engage at no earlier than 7:00am the following morning.
  3. The sign shall be limited to wording and non-animated graphics. No flashing, undulating, moving, swinging, rotating, blinking, scintillating, fluctuating or otherwise moving objects shall be permitted.
  4. The sign shall be installed with the option to adjust the brightness of the display for various light conditions.
  5. The time limit between messages shall be between 4 to 10 seconds.
  6. Colors used in the messaging and background must be in compliance with the Town Sign Code.
  7. The content of the messages shall include the various events at the park as well as other informational messages relevant to residents, visitors and guests but shall not be used for advertising of specific businesses or products.
  8. The brightness of the sign shall not be greater than .3 foot candles above ambient light. Town staff shall have the authority to require the foot candles be reduced if the brightness is affecting public health, safety and welfare of the citizens.
  9. The electronic sign pixels shall be 16 millimeter or less.
  10. The electronic message sign must be maintained in good working condition and shall be reviewed by Town staff annually to insure proper maintenance is being conducted.
  11. Town staff shall review the sign prior to installation and three months and six months after installation to ensure the messages have proper timing between them, the color scheme is in compliance with the code and the lighting is not too bright.
  12. The electronic sign shall be permitted in the approved location for the duration of the sign. If the sign becomes inoperable as defined in the Town Sign Code, the Conditional Use Permit shall be void.

Councilman Jim Myers reviewed the renderings submitted with the packet and commented, “I like it a lot. The top looks like the stage, I think it looks great.”

Resolution 1702, approving the Conditional Use Permit for the Electronic Messaging Sign at Hideaway Park was approved unanimously. Staff confirmed the sign would be installed by mid-July.
